Local government in Bangladesh: a case study on 5 number Rampur Union Perishad

Pre speech:

" Without enhancing democracy in local level sustainable democracy can never be seen " For a balance and equal distribution of wealth facilities it is a must. In recent time I accomplished a survey on my own union Perished namely 5 no. rampur union.
In the survey I took interviews from loco representatives; from chairman to UP member, from journalist to village police. With their helpful participation and feedback it was possible to design such an informative survey on my union perished.
Now let's start with my report that covers some broad headings as follow.

survey report:
After conducting this survey with questionnaire  we got some interesting findings . This all are as follow.
1. Lion share of  income comes from gov. allowance
In field level we interviewed with the chairman ,and secretary officio regarding their income source of budget. they evened that only 7% of income comes from taxation. The left is from gov.allowance. They also argued they have little income source for their own. in brief the figure is as follow

2. Amount of compensation is poorer comparative to percentage

Union Perished invested most and main portion of its budget for the development programm.  Even it crossed 70% though their is opposite argument and claims from UP members. Such some say, the allocated resources is not being equally distributed in each village concerned. Specially women representatives got little share from UP.

3.To steer local gov. by own income is most popular
Almost all respondent argue to steer union in own income .They say that it gives liberty and freedom of work

4.Lump allotment (/lgs) should be given with absolute freedom:
Representatives think for taking project under LGS union Perished should have to mobilize money. Such a way sustainable development can be assured.
5. Lack of human resource is the major hindrance in administration
Union Perished says, though government gave this unit a lot of power in term of authority but it does not possess sufficient personnel to implement its project. The major hindrance can be figured out as follow.
                                 i.            insufficient personnel
                             ii.            financial problem
                          iii.            Unwilling of residents to pay tax.
                           iv.            lack of liberty
6. Standing committees are in action claimed by :
They claimed all thirteen standing committees are active and functioning.

7. Most of the members are on behalf of council establishment:
For mass and public participation local council is necessary .They gave argument on behalf of their opinion. The local council is necessary because of

a.    Participation of those who matter
b.   Chairman and Members under same roof
c.    Influentials participation makes policies effective.
d.   Guardians' appearance will grow the sense of belongingness



8. Few think separate court is a must:
To reach court service in root level and ensuring efficiency in getting cases disposed rapidly it has necessity. Though they vary in terms of  formation .

Those who favor election system they say this process will be out of controversy. On the other hand who side for examination they say it should be neutral and effective with job knowledge and experience.
9. Man and woman vice chair is crying need:
In this question they feel the importance of it because of standardization.

10.Woman representative from each ward is a matter of dispute.
With some exception most of say it shouldn't be implemented. Because it has less necessity.  Even in present time reserved woman members got little chance to do something for his territory. In such a condition extension in woman participation will be expensive an costly. Other say for the settlement of  woman  related problem it should be rapidly implemented.

11. Urban facilities don't continue.
Though most of the urban facilities are still available in UP but it is not out of inconvenience. Even for frequent load shedding in such a agriculture based society electricity has been so-called. Conceived  ratio of urban facilities show bellow.

Uncontinuing services hamper daily life in this remote region. It disturbs manufacturing of factory.

12. There are some environment friendly plans:
The loco members are to work together with local people for enhancing environmental condition in a number of ways. These are...
Ø plantation beside road
Ø social tree plantation
Ø Nursery

Some suggests to spread this plantation with the participation of  residents.Because when there will have people's share in task and profit.
13. Corruption is a major problem:
In development project, KABIKHA, work can't run well for corruption or rounding all tables. Even locals are not willing to pay tax at all.

14. Monitoring institutions ignored:
Most of the representatives are not aware to monitor and observe local institutions, whatever it is educational or medical. So to solve emerged problems immediately there exist complexity. for instance a headmaster of primary school claims no member came to observe their institutions.

Concluding remark:

Local projects can not be implemented and done well even strengthened because of some problems. The main cause is having no own controlled income source. It is felt that without the financial liberty political liberty can never expected. Another problem they faced is the scope and area of control, power, authority is yet to be fixed. Even most of the representatives are not knowledgeable and expert of rules and procedure. To overcome this problem following steps can be suggested.

o    separate office for all UP members
o    Own controlling income source.
o    Liberty of work in lump allotment
o    Enhancing urban facilities
o    promoting professionalism
o    Ensuring accountability and transference
o    Supplying close electricity.
